Selected for Gunma Agri×NETSUGEN co-creation pilot — launching data-driven 'profitable agriculture' for 2100 with Tamamura

Developing a municipal 'future-value simulator' on the advanced data platform TWINZ Plus

Penguin Labs LLC (head office: Chuo-ku, Tokyo; representative: Shimpei Akatsuka; hereinafter 'Penguin Labs') has been selected for the FY2026 Gunma Agri×NETSUGEN Co-creation Pilot hosted by Gunma Prefecture. Together with Tamamura Town and the Chubu Agricultural Office, we will begin a pilot of a 'future-value simulator' built around our data platform TWINZ Plus, supporting right crop, right place through 2100.

Background and purpose: from experience to science-based agriculture

Many producing regions now face accelerating climate risk. Tamamura Town also urgently needs to establish distinctive flagship products and concrete support for companies considering agricultural entry. Relying solely on personal experience for crop selection and investment decisions decades ahead is a major risk for growers and companies alike.

This project uses TWINZ Plus, Penguin Labs' decision-support platform for agriculture. We treat climate change not only as a risk but as a data-backed offensive strength, aiming for agriculture that can keep earning a century from now.

Two pillars of the pilot

The project addresses the following two challenges.

  • Guidelines for the town's next-generation brand crops (inward production)Using 1 km-mesh future climate projections, we identify crops that can withstand Tamamura's distinctive weather (karakkaze winds and extreme heat) and remain profitable through 2100. The deliverable is a scientifically grounded next-generation brand crop selection report that reduces growers' investment risk
  • Investment-decision simulator app (outward business attraction)We will develop a digital tool that lets prospective entrants immediately run profit-and-loss simulations under future climate risk. It will be used as a scientifically persuasive asset unique to Tamamura—for attracting companies to areas such as Goryo and Iikura—and raise the success rate of attracting strong partners

TWINZ Plus: combining a global view with field-parcel analysis

At the core of this pilot is TWINZ Plus, Penguin Labs' agriculture and climate data platform.

TWINZ Plus combines a bird's-eye view of the planet—wide-area weather and satellite data, in the spirit of Google DeepMind's Alpha Earth—with an insect's-eye view that analyzes Japanese farmland parcel by parcel (field polygons). In this project we will tailor this data stack to Tamamura's local characteristics and raise it into an application layer for decision-making.

Key functions of Tamamura's future-value simulator (prototype)

The future-value simulator is being built so growers and municipal staff can intuitively use the high-precision analysis supplied by TWINZ Plus.

  • Similarity scoring that shows the shortest path to successTWINZ Plus identifies domestic and overseas success cases with conditions closely matching the target farmland. Together with a similarity score, it recommends the cultivation system to adopt there (fertilization, irrigation, crops, and more), supporting data-backed farm planning

  • Future climate-risk simulation through 2100Based on IPCC scenarios, we project trends in maximum temperature and extreme-heat days through 2100 at 1 km mesh. This lets users check in advance whether long-term investments such as protected horticulture and fruit trees will remain viable decades later

  • Automatic drafting of farming plans with generative AIFrom simulator analysis plus the user's preferences and management philosophy, generative AI automatically drafts complex documents such as farming plans required by municipalities. This dramatically reduces the paperwork that is often the biggest barrier to agricultural entry, backing faster decisions and execution

What's next: from Gunma to Japan, then the world

The system built through this pilot will use results in Tamamura as a foothold for the following expansion.

  • Rollout across Gunma Prefecture (FY2027 onward)We will establish analysis logic for Gunma-specific climate challenges such as karakkaze (strong winds) and extreme heat, and promote adoption in other municipalities facing similar issues, including Maebashi, Isesaki, and Takasaki
  • Support for forming sustainable brand-producing regionsData-based right crop, right place enables low-input, high-return agriculture. We will support sustainable production through carbon credits and the development of lower-impact next-generation brand crops
  • Global expansion and educationUsing the TWINZ Plus climate-similarity engine, we will deliver solutions to regions worldwide facing climate change, and roll out agri-DX education with this system in schools across Japan to help grow the next generation of agricultural talent
